Monitoring and Evaluation

Monitoring and evaluation comprises the collection of data on process, output and outcome of a policy, as well as drawing conclusions on that information about the progress of the policy. Monitoring and evaluation is often seen as the last phase that can be started once implementation is well underway. However, monitoring and evaluation can already help in the problem analysis phase and may improve the implementation process from the start.
